Waterman Infrastructure & Environment (WIE) has seen significant growth in the rail sector and has been appointed on a number of high-profile projects and long terms frameworks. We have large number of existing projects and a number of new wins are anticipated in 2023/24. We are searching for an Bid Manager to join our growing team based on one of our national offices.
Based in either our London or Redhill offices our welcoming and diverse team are working on some of the most prestigious and innovative projects in the UK and across the world.
Job Description

We are seeking an enthusiastic and talented professional with experience in consultancy to be part of this established and experienced team working on exciting infrastructure and redevelopment projects. The role of Bid Manager Rail will include:
• Manage and coordinate various Rail bids for major rail clients including Network Rail TfL and design and build contractors
• Working with the various technical leads
• Report on rail bid submission win and loss rate and lessons learnt
• Manager rail bids with multidisciplinary teams
• Reports to Head of Rail
Role requires:
• Leading Waterman Rail projects including planning for and the ongoing management of scope, cost, quality, risk, safety, health and environment issues
• Ensuring our culture of safety and commitment to the environment is maintained and promoted throughout our delivery teams
• Manage and deliver significant high value programme of major multi-disciplinary infrastructure bids & projects
• Client engagement to support rail sector growth.
• Maintain and further develop the existing teams to continue delivering world class engineering projects on time and to budget.
• Understanding and meeting the client’s business needs and for them to feel confident in our commitment to deliver.
• Briefing and directing project teams to ensure the work is carried out cost effectively and to specification.
• Capable of working under pressure, delivering high-quality written reports and compelling bids to tight deadlines
• Contributing to bid leadership and developing winning proposals for our target opportunities.
• Manage and coordinate delivery of rail bids working closely with technical discipline leads;
• Ensuring our culture of safety and commitment to the environment is maintained and promoted throughout our delivery teams
• Report to Rail sector director on projects progress and status on fortnightly basis;
• Representing Waterman with clients for projects under responsibility;
• Working within the Waterman project management system using Waterman specified project management tools and procedures to deliver projects;
• Project planning, including developing and executing project executions plans for all projects under responsibility.
• Leading cross-discipline project teams, building team capability and stakeholder confidence.
• Managing the flow of information between the Waterman teams, client and stakeholders
• Monitoring and applying performance management techniques, including the use of KPI’s to improve project performance.
• Managing the change control process. Ensuring the production of formal progress and other reports to project directorate and management.
• Responsible for delivering revenues assigned from specific clients as a result of repeat business caused by flawless execution of projects.
• Consistently delivers profit margins planned.
• Consistently completes project without write-downs or erosions.
• Identify project risks and opportunities
• Direct other Project Managers in recognizing risk and uncertainty with plans to mitigate and eliminate such.
• Directs staff to operate and minimize exposure to claims.
• Experience of managing sub-contracts as a means of delivering key works
• A track record of innovation, embracing new ways of working and use of digital tools
• Experience of Design & Build either working in a Contractor organisation within Design based organisation working with contractor and can demonstrate great ability to control these activities
• Knowledge of different contracting types, especially target cost. Experience of resolving disputes, leveraging contracts to grow opportunities
• Ability to ensure robust programmes are in place. Provide evidence of ability to use programmes to report clearly to key stakeholders and delivery against milestones
• Familiar with Network Rail TfL and major contractor clients delivery process through demonstrable project experience
Although we’re happy to consider applicants with more or less experience, you’ll ideally have qualifications, experience or skills in the following areas:
- B.Eng in engineering
- Preferred Qualifications C.Eng/MIStructE- Chartered status
- A full UK driving licence.
- Familiar with Network Rail, TfL and other key client’s delivery process and requirements
- Project management qualifications
- Significant experience in the UK Rail sector in a particular engineering discipline/multidiscipline rail projects
- Has undertaken CEM/CRE or Project management role on multidisciplinary rail infrastructure projects
- Familiar with public sector framework management and delivery
